After searching I found the cause from an article:
The .dtsx file for one of the packages was removed from the file system, but the package wasn't removed from the solution in BIDS
I found the SSIS package I deleted before, tried to open it and it is right as the author mentioned:

I deleted the package from the solution in BIDS and build successfully then:
